Undercentral is a theoretical term used in governance, systems theory, and information science to describe a pattern in which central influence is exercised not by a single central command but through a network of subordinate components that operate under a shared framework. The arrangement can appear centralized while power and accountability are distributed across underlayers that interface with the center via standard protocols.

The term is a neologism combining under and central. It has surfaced in scholarly discussions since the 2010s to describe structures where the central hub coordinates activities and holds ultimate accountability, but where decision-making authority is dispersed to modular parts, data pipelines, or service teams that function under central rules.

Characteristics commonly cited include distributed decision nodes, standardized interfaces, and central coordination that does not micromanage. Undercentral systems aim for resilience by relying on several interdependent subcentral units, while preserving a centralized framework for policy, governance, and audit.

Applications appear in digital platforms, complex infrastructures, and large organizations. In platforms, the undercentral may govern through data flows and moderation queues rather than direct orders. In infrastructure, subterranean networks enable core functions with centralized oversight but without visible centralized control.

Critics note ambiguity and overlap with existing terms such as decentralization, distributed governance, and platform governance.
