Täydennystoimenpiteet (complementary measures) refer to actions taken to augment standard measures to address remaining gaps, strengthen effectiveness, and extend coverage beyond minimum requirements. They are proactive, often identified during audits, risk assessments, or performance reviews, and are intended to improve resilience and prevent recurrence of deficiencies. They may be mandated by authorities or adopted voluntarily as part of a continuous improvement program.

In practice, täydennystoimenpiteet can appear in various contexts such as environmental regulation, safety management, quality systems, data protection, healthcare, and municipal services. They typically follow a process: identifying unmet needs or weaknesses, prioritizing actions based on risk and cost-benefit, assigning responsibility and resources, setting clear deadlines and success criteria, implementing actions, and monitoring results. Progress is reported and the plan updated as necessary.

Examples include extending training beyond legal requirements, upgrading equipment to reduce risk, expanding service coverage, increasing monitoring and reporting, or implementing new procedures to close gaps found in audits.
