Tulolähtöisten is a Finnish term used to describe policies, programs, or calculations that are based on a person’s income. In policy contexts, tulolähtöiset etuudet (income-based benefits) are benefits whose eligibility criteria or benefit levels depend on the recipient’s income. This is typical of means-tested social security, housing allowances, or social assistance.

In practice, tulolähtöisten arrangements aim to direct resources to those with lower incomes and to reflect individual financial circumstances. They can help target support and improve equity, but they may also introduce administrative complexity and create high effective marginal tax rates near eligibility thresholds.
