Tukitoimille

Tukitoimille is a Finnish term used in social services to refer to a range of non-placement support measures provided to families, guardians or children in need. The measures are designed to strengthen caregiving capacity, support the child's well-being, and prevent escalation to more intrusive interventions.

They are commonly planned in the client's service plan and may be carried out by municipalities or social welfare authorities. The decision to implement tukitoimet can be voluntary or mandated by a social worker in accordance with the applicable legislation, such as the child protection law (lastensuojelulaki) and the social welfare act.

Examples of tukitoimet include:

- family work and parental guidance;

- a support person (tukihenkilö) who provides regular contact and guidance;

- home visits and assessments;

- counselling on parenting, family functioning, and crisis management;

- coordination with education, health services, and other support networks.

Duration is usually time-limited and goal-oriented. The aim is to stabilize the family's situation, support the child's everyday life and development, improve safety at home, and prevent the need for placement or other more restrictive measures. If tukitoimet do not meet the needs, other options such as foster care, institutional care, or supported housing may be considered.

Client participation and rights: individuals and families have the right to information, involvement in planning, and review of the measures. The concept emphasizes the child's best interests as a guiding principle.
