Tukisuunnitelma

Tukisuunnitelma, or a support plan, is a formal document used in Finnish education and social services to coordinate and implement individualized assistance for a pupil or client who needs more support than is provided through universal measures. It is most commonly associated with basic education but can be applied in other contexts where coordinated support is required.

In education, tukisuunnitelma aims to improve learning outcomes, participation, and well‑being by outlining specific goals and the concrete measures needed to reach them. The plan is prepared through collaboration among the student, their parents or guardians, and relevant professionals such as teachers, special education staff, school psychologists, or social workers. A tukisuunnitelma typically documents the desired outcomes, the actions to be taken (for example adjustments to teaching methods, tutoring, counseling, or assistive technologies), who is responsible for each action, the time frame, and how progress will be monitored and evaluated. It addresses both academic and social–emotional needs.

The plan is grounded in Finnish education and social services legislation and is reviewed and revised regularly, often at the start of a new term or when circumstances change. Access to the plan is limited to those involved in its implementation, and confidentiality safeguards apply. The tukisuunnitelma is distinct from routine classroom support and may be used alongside other individualized plans when appropriate to ensure coordinated, person‑centered support.
