Tugiisikute

Tugiisikud are designated persons who assist other individuals in participating more fully in decisions and administrative processes. The term is used in Estonian contexts to describe someone who helps a person understand information, articulate preferences, and communicate with authorities or service providers. The role focuses on enabling participation rather than taking over decision-making.

The main purposes of tugiisikud are to support understanding of options, help collect and present relevant information, accompany the person to meetings, and ensure that the person’s views are heard. They may help with reading and preparing documents, asking questions, and clarifying outcomes. The tugiisik acts in a manner that respects the person’s autonomy and aims to reflect their wishes while safeguarding their rights and well-being. They do not substitute the person’s decisions but support the person in making and communicating those decisions.

Appointments and scope of work can vary. A tugiisik can be chosen by the person themselves if possible, by a guardian or family member, or by a social or legal authority in cases where participation is limited. The exact duties and authority are defined by the relevant legal or administrative framework and are tailored to the individual’s needs and capabilities. Tugiisikud may come from family, among friends, or from professional or voluntary organizations, and their involvement can be temporary or ongoing.

Tugiisikute work emphasizes confidentiality, consent, and respect for the person’s preferences. They operate alongside other protective or decision-making roles, such as guardians or representatives, with the overarching aim of ensuring that the person’s rights and interests are represented and supported throughout processes that affect them.
