Core elements include the submission of customs declarations, typically with information on the product description, quantity, value, country of origin, and HS (Harmonized System) codes. Classification and valuation determine the tariff and tax base. Authorities may require documentation such as commercial invoices, packing lists, transport documents, certificates of origin, and any import or export licenses. Declarations are often processed electronically, and risk-based controls may lead to inspections or testing.

Common regimes handled in toldbehandling include release for free circulation, temporary import or export, inward or outward processing, and transit. Preferential treatment, quotas, or duty suspensions may apply under trade agreements or special rules. Compliance is enforced through audits, penalties for misdeclaration or non-compliance, and ongoing record-keeping obligations for traders.

Key actors include importers, exporters, customs brokers or freight forwarders, and the national customs authority (for example Tolletaten in Norway or equivalent agencies elsewhere).
