The term literally translates to “office reference” and refers to a standardized numbering system that identifies a specific decision, regulation, or notification issued by a governmental office or agency. The format typically follows a pattern that includes the agency code, year, and a sequential number, which allows documents to be traced and cited reliably across the public sector.

The usage of toimistosviitit began in the early twentieth century as functions within the Finnish government expanded. They were adopted to create consistency in the handling of permits, licences, and public notifications. By giving each decision a unique identifier, the system facilitates the retrieval of records from physical archives and, later, digital databases. Law forums, court references, and administrative procedures often cite toimistosviite numbers when referring to prior decisions or official notices.
