Taastekavasid

Taastekavasid are recovery plans used by governments, with the Estonian term taastekava meaning a plan for recovery or resilience. The plural taastekavasid refers to multiple such plans, typically at national or sectoral levels, prepared in the context of the European Union’s Recovery and Resilience Facility (RRF) and its broader NextGenerationEU framework. These plans outline reforms and investments intended to restore growth, modernize the economy, and increase resilience to future shocks.

A taastekava or taastekavasid usually combines strategic objectives with concrete actions. Contents commonly include policy reforms, investment projects, financing duration, expected outcomes, and milestones. Reforms may target public administration, climate and energy, digitalization, education, healthcare, and the business environment, while investments cover infrastructure, research and development, and social programs. Each plan specifies a governance structure, monitoring arrangements, and reporting requirements to ensure transparency and accountability.
