Säteilylaki

Säteilylaki (literal translation: Radiation Act) is the Finnish national law that regulates the use of ionizing and non-ionizing radiation, radiation protection, and related safety measures. Its primary objectives are to protect people and the environment from harmful effects of radiation, to set responsibilities for organizations and professionals who use radiation, and to ensure preparedness and response in radiation emergencies.

The law establishes requirements for licensing, registration and notification of practices involving radioactive materials and radiation-producing devices, and sets dose limits, monitoring and record‑keeping obligations for occupational, medical and public exposure. It also governs the management of radioactive waste, transport of radioactive substances and decommissioning of facilities. Provisions cover control measures such as inspections, reporting of incidents, and enforcement powers including sanctions.

Implementation and supervision of Säteilylaki are primarily carried out by the Radiation and Nuclear Safety Authority (Säteilyturvakeskus, STUK), which issues permits, guidance and oversight. The act has been updated to align Finnish legislation with international standards and European Union directives on basic safety standards for protection against the dangers arising from exposure to ionizing radiation. Amendments have clarified responsibilities in medical imaging and therapy, occupational protection, and emergency preparedness, reflecting technological and regulatory developments in radiation safety.
