Sirkuler

Sirkuler is a term used in Indonesian to refer to a document, typically a circular letter, that is circulated within an organization to inform recipients about policies, decisions, or requests. The word derives from the English "circular" and is used to describe communications intended for multiple recipients rather than a single addressee.

A sirkuler is usually issued as a formal document known as a surat sirkuler or surat edaran, and it is distributed to several units, departments, or individuals. Common elements include the subject, date, sender, a brief background, the main policy or instruction, any required actions, and a deadline. The purpose is to standardize information dissemination, ensure compliance, or coordinate activities across the organization.

In practice, a sirkuler differs from related communications such as a memo (nota dinas) or a formal directive issued to a specific unit. While a memo often addresses a particular issue to a limited audience, a circular aims to reach a broader audience within the organization and may not require individual approvals for each recipient.

With the rise of digital communications, sirkuler are frequently circulated electronically as email, PDF attachments, or through intranet portals. Digital sirkuler enhance speed and archiving but raise concerns about security and traceability. Modern organizations increasingly refer to electronic circulations as sirkuler elektronik or edaran elektronik, while preserving the core function of information dissemination.
