Resurssamordningen is a broad concept used in Nordic public administration to describe the systematic coordination of resources across authorities and stakeholders in order to deliver services more efficiently. It involves aligning and pooling resources such as personnel, premises, funding, and equipment across municipal, regional, and national levels to meet citizens’ needs in areas like health and social care, education, labor market programs, and social services.

The aim is to reduce duplication, ensure continuity of care, and optimize outcomes by allocating capacity and setting priorities in a coherent way. Key elements typically include a governance framework with clearly defined responsibilities and decision rights; joint planning and budgeting processes; shared information systems and data governance that comply with privacy rules; standardized referral and service procedures; joint procurement and rotational staff arrangements; and regular monitoring and evaluation of outcomes and costs.

Implementation is context-dependent and often evolves through intergovernmental agreements, regional development plans, or national policy directives. Benefits cited include better service integration, swifter responses to needs, and cost efficiencies. Challenges include aligning incentives across organizations with different budgets, ensuring data protection and interoperability, managing change and potential resistance, and securing sustainable funding.
