Resursmanipulation is the deliberate act of altering, controlling, or reallocating resources—such as time, money, materials, energy, or information—to influence outcomes. It can occur in organizations, markets, and digital systems, and may range from legitimate optimization to exploitative or illegal activity. The term emphasizes that resources are not neutral and their distribution can shape behavior and results.

In business and public policy, resursmanipulation often involves prioritizing certain projects, reallocating budget, or adjusting capacity to meet strategic goals. In operations research and scheduling, algorithms may reallocate tasks or assets in response to demand, performance metrics, or risk considerations. In information technology, cloud and data-center resource management uses throttling, autoscaling, and resource reservation to balance load but can affect other services or users if misused.

In competitive contexts, actors may manipulate resources to create advantages, for example by hoarding critical inputs, delaying deliveries, or manipulating information about availability. Such practices raise concerns about fairness, reliability, and resilience, and may attract regulatory or contractual remedies.
