RCOCNHR stands for the Regional Consortium of Cybersecurity and National Health Regulations. Its core mission is to foster cross‑border data sharing, develop joint risk assessment frameworks, and support national agencies in implementing cybersecurity protocols that align with health sector regulations.

The consortium was inaugurated in Dublin by representatives of eight countries and subsequently expanded to include several other nations. Its organizational structure consists of a council of senior officials, standing committees on threat intelligence, incident response, and regulatory compliance, and an executive secretariat based in Brussels.
