Programterv

Programterv is a planning document used to outline the goals, scope, and organization of a program or initiative. In Swedish-language contexts the term is common in public administration, education, and corporate project management. It serves as a basis for decision making and coordination among stakeholders, and it may be referred to as a program plan, program charter, or program roadmap in English.

A programterv typically describes the intended outcomes, the defined target groups or beneficiaries, and how success will be measured. It sets the boundaries of the program, identifies major milestones, and allocates responsibilities.

Core components include objectives, scope and boundaries, governance and roles, schedule and milestones, budget and resources, risk management, quality assurance, communication and stakeholder engagement, and evaluation criteria.

Development is often iterative, involving stakeholders from the outset, with formal approval from sponsoring authorities. The document may be revised as priorities change or as new information becomes available.

A programterv is used to coordinate multiple projects under a program, align with strategic aims, and provide a reference for monitoring progress and reporting to managers or funders.
