It may include upfront setup costs, recurring charges, and the ongoing effort required to keep automation aligned with changing requirements, security standards, and platform drift.

Measurement typically aggregates tooling and platform costs, infrastructure usage, developer time spent on building and maintaining automation, debugging costs, and the opportunity costs of under- or over-automation. Some proponents propose a normalized index or percentage of total operating cost attributed to programmatic processes, to be tracked alongside velocity, defect rate, and TCO.
