Planeringsteori, often translated as planning theory, is a multidisciplinary field that examines the principles, processes, and outcomes of planning. It encompasses a wide range of approaches and perspectives from fields such as urban planning, public policy, management, sociology, and geography. At its core, planning theory seeks to understand how decisions are made, implemented, and evaluated, particularly in contexts involving collective action and resource allocation for future development or problem-solving.

Early planning theories often focused on rational, comprehensive models, envisioning a systematic and objective process for identifying goals, analyzing alternatives, and selecting the optimal course of action. However, critiques of these models highlighted their limitations in dealing with complex social realities, power dynamics, and incomplete information. This led to the development of alternative theories, including incrementalism, advocacy planning, communicative planning, and critical planning.

Communicative planning, for instance, emphasizes dialogue, consensus-building, and mutual understanding among stakeholders, recognizing planning as a social process rather than a purely technical one. Critical planning theories often draw on Marxist or post-structuralist thought, questioning the underlying assumptions of power, inequality, and ideology embedded within planning practices.

Modern planning theory continues to evolve, incorporating insights from fields like complexity theory and behavioral economics. It grapples with issues of sustainability, social justice, resilience, and the ethical dimensions of planning. The ultimate aim of planning theory is to improve the quality, equity, and effectiveness of planning processes and their outcomes in diverse societal contexts.
