Perheneuvottelu

Perheneuvottelu is a Finnish term used in family services and child welfare to describe a structured, voluntary meeting convened by municipal social services. The purpose of the meeting is to discuss concerns about a child’s welfare and to plan support for the child and the family, with the aim of improving the situation while preserving the family unit whenever possible. It is typically initiated when there are questions about the child’s safety, development, or well-being.

Participants in a perheneuvottelu typically include the child (when appropriate), the child’s parents or guardians, and a social worker or case manager from the municipality. Other participants may be invited if they can contribute to the child’s welfare, such as other family members, teachers, or health professionals. The process is led by social services and is generally confidential. The meeting is arranged at a suitable location, and an agenda is prepared in advance.

During the perheneuvottelu, the group discusses the child’s situation, risks, strengths, and needs, and works toward a plan of support. A written record, called the perheneuvottelun pöytäkirja, documents the agreed plan, including goals, responsibilities, and a schedule for follow-up. The outcomes typically involve concrete services or actions, such as counseling, family support services, parenting guidance, or temporary respite care.

Legal and practical context is that the perheneuvottelu itself is not a binding court decision, but it informs decisions about further measures. If safety concerns exist or voluntary measures fail to achieve the desired protection, authorities may pursue additional steps, including formal procedures, while the child’s best interests guide all actions.
