PEPPOLverkko

PEPPOLverkko is Finland’s national implementation of the Pan‑European Public Procurement Online (PEPPOL) e‑invoicing and e‑procurement network. It connects government agencies, public sector suppliers, and private companies, allowing them to exchange business documents—mainly invoices, purchase orders, and shipping notices—using standardized formats and secure communication channels.

The network is built on the PEPPOL Access Points system, which provides a single entry point for all participants. Each Access Point is accredited by the PEPPOL Access Point Registry and must adhere to a set of technical and security requirements. Participants can choose a public or private Access Point according to their needs, but all must deliver documents in the PEPPOL B2B (B2B Standard) format, which is based on XML, UBL, or EDIFACT.

PEPPOLverkko supports the entire document lifecycle: creation, transmission, receipt, archiving, and status tracking. It also offers real‑time invoice status notifications, enabling senders to know when an invoice has been received, validated, or held for payment. The service is available in Finnish, Swedish, and English, reflecting Finland’s multilingual environment.

Finland’s Ministry of Finance, in collaboration with the Association of Finnish Procurement Agencies and other stakeholders, launched PEPPOLverkko to streamline procurement processes, reduce administrative costs, and improve transparency. Since its inception, the network has processed millions of documents annually, participating companies benefit from reduced exchange costs and faster payment cycles.

PEPPOLverkko aligns with EU directives on e‑procurement and digital public services. It complies with ISO/IEC 27001 for information security, GDPR for data protection, and uses digital certificates for authentication and digital signatures. Through its robust governance, the network supports cross‑border transactions, reflecting the European focus on interoperability and sustainable procurement.
