Oversubmitting

Oversubmitting refers to the act of submitting more applications, proposals, or requests than are necessary or reasonably expected for a given opportunity. The motivation behind oversubmitting can range from a desire to increase chances of success, a misunderstanding of submission limits, or an attempt to overwhelm a system.
