Noteissuing is the process by which banknotes are produced and distributed by an issuing authority, typically a central bank or a government monetary agency. In most modern economies, notes are fiat currency and legal tender, meaning they must be accepted for most financial transactions. Some historical systems and a few jurisdictions have included additional issuing banks, currency boards, or regional issuers, but the central authority generally bears primary responsibility for note issuance and monetary policy.

The issuer’s responsibilities include setting the supply of notes in coordination with policy objectives, maintaining confidence in the currency, and managing the public’s trust. Legal tender status, liability for issued notes, and seigniorage revenue are central elements of the framework. In many countries today, the central bank is the sole issuer of banknotes, while commercial banks act as intermediaries for distribution and cash handling.

Production and security are critical aspects of noteissuing. Design considerations address durability, anti-counterfeiting, and public usability. Security features typically include complex engraving, distinctive watermarks, holograms, color-shift inks, microprinting, and serial numbers. Materials range from traditional cotton paper to durable polymer substrates, depending on the jurisdiction and the desired balance of cost, durability, and security.

Circulation and lifecycle involve distributing notes to banks and cash-handling networks, monitoring wear and circulation patterns, and withdrawing or destroying damaged or counterfeit notes. Replacements are issued to maintain sufficient currency in circulation. The process is supported by cash centers, reconciliation with the banking system, and regulations overseeing currency quality and integrity.
