Norvales is a fictional city-state in the fantasy setting of Eldoria, frequently used in novels and role-playing games. Located on the eastern coast of the continent, it sits at the mouth of the Serene River and serves as a major trading hub. The city combines maritime commerce with crafts such as glassmaking and shipbuilding, and it is known for a temperate climate with mild winters and warm summers.

Historically, Norvales began as a harbor settlement in the late medieval era and attained autonomous city status after the Norvalin Charter of 1489. Its fortunes rose during the spice and textile trades in the 16th and 17th centuries, while later periods saw rivalries with neighboring ports and internal reforms. In the present era, Norvales is part of the United Confederation of Coastal Principalities, retaining substantial economic autonomy.

Governance in Norvales is organized around a Tripartite Council comprising a Mayor, a Guilds Council, and a City Magistrate. Members are elected by urban property owners and guild delegates, and the council sets policy with the magistrate handling legal matters.
