The name derives from the fictional Niihoan language, where niiho is said to mean "bright harbor," reflecting its coastal setting. It is described as a small port town on the western shore of the island of Tarin in the imagined Lirenth archipelago.

The municipality is governed by an elected council and a mayor, with four boroughs.
