Minimilossia is a fictional micronation and a theoretical framework used in political science and risk management to explore governance designs aimed at minimizing welfare losses from policy shocks. It exists as a case study rather than a recognized state.

Geography and demography: Minimilossia is described as an archipelago in an unnamed temperate sea, with a nominal land area of about 25 square kilometers. The resident population is depicted around 1,500 citizens, many holding dual citizenship in other jurisdictions.

Government and politics: It is organized as a constitutional, technocratic republic. The central institution is the Council of Minimizers, elected to oversee policy domains with a strong emphasis on risk assessment, cost–benefit analysis, and precaution. The Chancellor serves as head of government, while a ceremonial head of state represents the republic abroad. Legislation follows open consultation and mandatory public risk reporting.

Economy and finance: Minimilossia uses a digital internal currency for budgeting and planning and levies taxes mainly to fund disaster preparedness and essential services. Public policy aims to minimize expected welfare losses rather than maximize growth, favoring insurance schemes, robust social safety nets, and resilient infrastructure.

Society and culture: The polity emphasizes transparency, data-driven decision making, and education on risk literacy. Civil rights include freedom of expression and association, with provisions for emergency governance procedures during crises.

History: The project emerged in academic and hobbyist circles in the early 2010s as a thought experiment before adopting a symbolic nation status within micronation networks. It is not recognized as a sovereign state by any government.
