Metsästyslupa

Metsästyslupa is a Finnish hunting licence that authorises a person to hunt wild game and fish on privately owned land or in forest areas where the licence holder holds the land. The licence is issued by the regional Office of the Department of Environmental Affairs (Metsähallitus) and is also recognised by most other Finnish municipalities. Its primary purpose is to regulate hunting activities, conserve wildlife populations and ensure public safety by requiring hunters to demonstrate knowledge of hunting laws, ethics and firearms safety.

The licence is valid for a one‑year period and can be renewed annually as long as the holder fulfills the renewal conditions. Hunters may apply for the licence by completing an application form, paying a fee (which varies by region and depends on the type of licence), and providing identification and, in some cases, proof of completion of a basic hunting safety course. The cost is higher for licences that allow hunting of protected species such as certain deer or bear species, and for hunters who opt to hunt trappers, hunting poultry or fishing under specific conditions.

There are several distinct licence types, including a standard licence for hares, foxes and birds; a moving target licence for shooting animals in motion; and a special licence for hunting protected species such as elk, reindeer, or bears. Some licences are also allocated for foreign nationals on temporary stays; these generally require a valid Finnish identification card and a temporary residence permit.

Regulatory restrictions accompany every licence. Hunters must respect closed periods, bag limits, and carry out hunting only in permitted areas. They are also required to report all game taken on a quarterly basis and to re‑register any new carcasses. Violations can lead to licence revocation, fines and, in serious cases, criminal prosecution.
