The scope may cover residents who are legally present and/or eligible for public programs, depending on policy.

Purpose and potential uses: Facilitates identity verification, eligibility determinations for social benefits, taxation, healthcare, education, and social security; supports public administration, statistical analysis, and emergency response; can enable streamlined service delivery across agencies and reduce duplication of records.

Legal and governance: In an EU context, a medborgarregister would be subject to data protection law (GDPR) and national regulations. A clear data controller, defined purposes, data minimization, retention schedules, and robust security controls are required. Access would be restricted to authorized public bodies and, where appropriate, entities with delegated responsibilities. Oversight mechanisms, audits, and rights of data subjects (rectification, access, deletion where lawful) would apply.
