Lowernuclearity is a theoretical concept in international relations and strategic studies that explores the idea of reducing the number of nuclear weapons held by states to a minimum level deemed necessary for deterrence. It is distinct from complete nuclear disarmament, which envisions the elimination of all nuclear weapons, and from nuclear proliferation, which concerns the spread of nuclear weapons. Lowernuclearity suggests a state where a small, survivable nuclear force remains in the possession of a limited number of states.

The central tenet of lowernuclearity is that while nuclear weapons may continue to pose risks, a small arsenal held by responsible states could still serve as a deterrent against large-scale conventional aggression or even nuclear attack by another state. Proponents argue that this minimal deterrence capability is more achievable and sustainable than complete disarmament, especially in a world where trust between potential adversaries is low. The exact number of weapons considered "low" is not precisely defined and varies among different theoretical frameworks, but it typically implies a few hundred or fewer warheads per state, carefully dispersed and hardened to ensure survivability.

Key challenges associated with lowernuclearity include the difficulty in verifying compliance with reduction agreements, the risk of accidental or unauthorized use of remaining weapons, and the potential for a "use it or lose it" mentality during crises. Furthermore, the transition to a lowernuclearity state would require significant diplomatic engagement and the establishment of robust verification mechanisms to prevent a resurgence of nuclear arms.
