Kulttuurihallinnon

Kulttuurihallinnon, or cultural administration, refers to the governance and administration of cultural affairs within a political-administrative system. It encompasses policy formation, budgeting, regulation, and the organization of cultural activities and institutions such as museums, libraries, theatres, music, heritage preservation, and cultural education.

It is carried out by public bodies at central, regional, and municipal levels, often including a ministry or ministry-level agency responsible for culture, certain regulatory agencies, and local authorities that run cultural services. Non-governmental organizations and foundations may implement funding programs under public policy frameworks.

Key functions include drafting cultural policy, allocating public funding (grants, subsidies, endowments), licensing and oversight of cultural institutions, supporting cultural heritage protection, and promoting access, inclusion, and innovation, including digital culture.

The field has seen shifts towards decentralization, professionalization, and increased attention to cultural rights and accessibility, the impact of digitization, and cross-sector collaboration with education and tourism. It intersects with cultural policy (kulttuuripolitiikka), arts administration, and heritage management.

In Finland, kulttuurihallinto is implemented through the Ministry of Education and Culture (OKM) and regional and municipal cultural services, with funding channels such as state subsidies for culture and various grant schemes supporting museums, theatres, and cultural projects.
