Konföderatsioone

Konföderatsioone, or confederation, refers to a union of sovereign states or groups that are united by a common cause or treaty. In a confederation, the member states retain a significant degree of autonomy and delegate only a limited number of powers to a central government. This central authority typically has no direct power over individual citizens; instead, it acts through the member states. Decisions in a confederation are often made by consensus or require the approval of a supermajority of member states.

Historically, confederations have been formed for various purposes, including defense, economic cooperation, or to address common challenges that individual states could not effectively manage alone. Examples include the United States under the Articles of Confederation before the adoption of the Constitution, the Swiss Confederation in its early stages, and the German Confederation established after the Napoleonic Wars. The relationship between the central authority and the member states is defined by a foundational agreement or treaty, which can be modified or dissolved by the member states.

The power dynamics in a confederation are distinct from those in a federation, where the central government has direct authority over citizens and typically possesses more extensive powers. In confederations, the member states are the primary actors, and the central body is largely dependent on their cooperation and consent. This structure often leads to a weaker central government compared to federations, with a greater emphasis on state rights and sovereignty. The longevity and effectiveness of confederations can vary widely, depending on the strength of the common interests holding them together and the willingness of member states to cooperate.
