The master plan provides a broad vision for the municipality's development, setting out general objectives and guidelines for land use, transport networks, and environmental protection. It serves as a framework for more detailed planning. The local detailed plan, on the other hand, specifies land use in much greater detail for specific areas, defining building rights, street layouts, and other essential elements for construction.

Kaavoituspäätökset are made through a formal process involving public consultation and review. Draft plans are made available for residents and other stakeholders to comment on, and their feedback is considered before the final decision is made by the municipal council. These decisions can be appealed to administrative courts, which ensures a level of oversight and legal recourse. The aim is to balance development needs with environmental protection and the creation of a functional and sustainable living environment.
