Interoperabilityproblemer are challenges that prevent information systems and organizations from working together effectively. Interoperability is the ability of disparate systems to exchange data and to use that data meaningfully. Organizational or pragmatic problems arise from governance, process misalignment, responsibilities, or policy barriers.

Interoperability problems appear in many sectors. In healthcare, incompatible electronic health record systems can hinder patient care. In finance or government, cross-border data exchange can fail due to differing standards. In energy and transportation, legacy systems may not support real-time monitoring or automation.

Root causes include legacy systems and proprietary formats, fragmentation of standards, insufficient governance, data quality issues, privacy and security constraints, and vendor lock-in. Upgrading or replacing systems can be costly and risky, creating resistance to interoperability efforts.

Impact can include duplicated data, manual work, delayed decisions, increased risk, and reduced service quality. Maturity frameworks and conformance testing (for example, adoption of open standards and interoperability testing labs) help organizations assess and improve interoperability readiness.

Strategies to reduce interoperabilityproblemer include adopting open standards and APIs, data normalization and mapping, middleware or interoperability platforms, governance and data stewardship, and continuous testing. Approaches such as semantic interoperability through shared ontologies and agreements on data quality are particularly important in domains like healthcare and public sector.
