Integrasjonslandskapet

Integrasjonslandskapet, translated as “the integration landscape”, refers to the coordinated framework of digital services, data flows, and platform solutions that underpin public administration in Norway. It was formally established in the early 2010s as part of the national e‑government strategy to improve interoperability among municipalities, central agencies, and private partners. The goal is to enable secure, seamless data exchange so that citizens can access multiple services through a single portal, and public bodies can share information efficiently.

The landscape is built around a set of standardized open APIs, data models, and security protocols defined by the Norwegian Agency for Public Management and e‑Government (DIGI). Each public organization publishes its data and services through the integrasjonslandskapets platform, allowing developers to create new applications that combine resources from several sources. Authentication is handled by the national citizen identification system, while encryption and logging comply with GDPR and Norwegian data protection regulations.

Key components include the national data exchange gateway, the Kunnskapsdata API, and the widely used ISBN integration for educational content. Municipalities have leveraged the framework to streamline citizen onboarding, merge health records with social services, and support real‑time traffic and environmental monitoring. Private companies often use the platform to provide complementary services such as recommendations and payment processing.

Despite its successes, the integrasjonslandskapet faces challenges related to data privacy, governance of API access, and scaling to accommodate increasingly complex cross‑sector initiatives. Ongoing projects aim to improve semantic interoperability, automate data quality checks, and expand the ecosystem to include more international partners.
