Hooldusteenuste

Hooldusteenused, or care services, refer to a range of professional and informal supports that help people manage daily activities, maintain health, and participate in social life. They are designed to enable independent living, support family caregivers, and reduce the need for institutional care. Hooldusteenused can be provided in the customer’s home, in community settings, or in short‑term residential facilities.

Common components include assistance with personal care and daily tasks, domestic help (such as cleaning and meal preparation), help with mobility and transportation, medication management, and participation in rehabilitation or social activities. Some services also offer respite for informal caregivers, social support, and guidance to navigate services.

In Estonia, hooldusteenused are organized and funded mainly by local municipalities. People in need of care apply to their municipal social welfare department, where a needs assessment determines eligibility and the required service package. Service plans are created in collaboration with the recipient and, where appropriate, with family members. Care can be delivered by public sector providers, private companies under contract with the municipality, or nonprofit organizations.

Funding typically involves municipal contribution, with possible client co-payments based on income and circumstances. There are mechanisms to support low‑income individuals or those with special needs, ensuring access to essential services.

Quality and access are guided by national and local regulations, which set standards for service delivery, staff qualifications, and client rights. Providers must respect privacy, consent, and the dignity of recipients, and service plans are regularly reviewed to adapt to changing needs.
