Handwerkskammer

Handwerkskammer (HWK) is a regional public-law body in Germany that represents and serves the craft trades (Handwerk). It is part of the dual chamber system, alongside the Industrie- und Handelskammer (IHK). The HWK operates in its respective region (for example, Handwerkskammer Berlin or Handwerkskammer München und Oberbayern) and its authority is defined by federal and state laws, notably the Handwerksordnung (HwO).

Membership in the Handwerkskammer is generally mandatory for craft businesses and self-employed craftspeople, and the HWK is financed primarily through mandatory membership contributions and service fees. The organization functions as a self-governing body that advocates for the interests of the craft sector, represents its members to public authorities, and participates in policy discussions at regional and national levels.

Core tasks of the HWK include: supporting vocational training and apprenticeships, organizing and supervising examinations such as the Meisterprüfung (master craftsman qualification), and maintaining the Handwerksrolle (register of crafts) and the Meisterrolle. The chamber also regulates and facilitates professional qualifications, issues master craftsman certificates, and oversees compliance with relevant regulations in craft trades. In addition, the HWK provides business advisory services, helps with starting and expanding craft businesses, and offers continuing education and qualification programs for workers and entrepreneurs.

Beyond training and certification, the HWK contributes to regional economic development by promoting skilled crafts, supporting small and medium-sized enterprises, and fostering innovation and digitalization within the craft sector. It collaborates with authorities, industry associations, and educational institutions to uphold quality standards and professional integrity in German crafts.
