Haldusringkondas

Haldusringkond is a term used in Estonian administrative law referring to a territorial unit that has been established for the purpose of carrying out specific administrative functions. These units are not the same as the primary local government units like municipalities (omavalitsus) but rather are created to manage particular sectors or services that may extend across multiple municipalities or cover specific geographical areas.

The establishment and functions of haldusringkond are typically defined by legislation. They are often formed for areas such as nature conservation, water management, or regional development where a coordinated approach is necessary. The governing bodies and their powers are usually outlined in the relevant laws or regulations.
