Fraktionsmitglied

Fraktionsmitglied is a member of a Fraktion, the parliamentary group of a political party or allied groups in a legislative body. The Fraktion coordinates the policy positions and parliamentary actions of its members. In German legislatures, parties with representation form fractions; to be a Fraktionsmitglied you must be an elected member of the parliament and part of the party’s parliamentary group. A minimum number of members is often required for a formal Fraktion; smaller factions are sometimes called Gruppen or lack formal status.

Fraktionsmitglieder participate in internal deliberations, allocate seats on committees, participate in debates, and coordinate votes. They typically meet in Fraktionssitzungen to decide on policy lines and voting recommendations. They may hold leadership positions within the Fraktion (Fraktionsvorsitzender, stellvertretende Fraktionsvorsitzende) and receive staff, offices, and resources allocated to the group. In many cases, party discipline (Fraktionsdisziplin) guides voting behavior; members are usually expected to vote with the faction, though there can be exceptions or conscience votes.

The term is used across the Bundestag and state parliaments; in some Länder there are variations in status and rights but the general concept remains. Fraktionsmitglied is a formal status that indicates membership in a parliamentary group rather than a simple party affiliation; it defines rights and duties within the legislative process and the party's legislative strategy.
