Fortalecere is a neologism used to describe a holistic process aimed at strengthening the capabilities and resilience of communities, organizations, and digital ecosystems through coordinated actions across education, governance, infrastructure, and social practice. The term is generally understood to combine the Spanish or Portuguese verb fortalecer (to strengthen) with the suffix -cere to indicate a procedural or methodological approach. First appearing in online policy discussions in the early 2020s, it has since been used in academic, non-governmental, and municipal contexts to name an integrative framework rather than a single method.

Core components include capacity building and skill development; participatory governance and decision-making; inclusive and user-centered design; investment in digital and physical infrastructure; data literacy and ethical data use; and mechanisms for feedback, evaluation, and adaptation. Proponents argue fortalecere requires alignment across actors, long-term commitment, and culturally adaptive practices.

Applications span disaster risk reduction, urban and regional planning, education programs, and community-led development initiatives, especially where cross-sector collaboration is essential. The term is sometimes criticized for vagueness or breadth, risking dilution of concrete program goals if not paired with explicit metrics and implementation plans. Critics also warn that emphasizing resilience can overlook underlying structural inequities or power imbalances if not carefully addressed.

In practice, fortalecere efforts typically involve participatory assessment, co-design workshops, and iterative pilots, with success measured by indicators such as improved service delivery, increased stakeholder participation, and strengthened local governance capacities.
