Foderlagstiftningen

Foderlagstiftningen is the Swedish term for the regulatory framework governing animal feed in Sweden. It comprises the national Feed Act and related ordinances and is aligned with European Union rules on feed safety, labeling and trade. The system covers all materials intended to be fed to animals, including compound feeds, feed materials, premixtures, feed additives, and feed for pets when marketed as animal feed.

The primary aims are to ensure feed safety and animal health, protect public health, prevent misleading claims, and maintain fair competition. Key provisions require that businesses involved in production, import, distribution, or sale of feed are registered and operate under traceability requirements. Feed materials and additives must be safe and properly authorized; labeling and ingredient declarations must be accurate; packaging must meet hygiene and information standards; and there are rules for storage, transport and handling to minimize contamination. Compliance mechanisms include inspections, product recalls, and penalties for violations.

Public authorities responsible for the regime include the Swedish Food Agency (Livsmedelsverket) and the Swedish Board of Agriculture (Jordbruksverket). They issue national rules, oversee conformity with EU authorizations for feed additives, and conduct audits and enforce actions when needed. They also coordinate risk assessments, monitoring, and enforcement activities across the feed chain.

Relation to the EU is central: Swedish feed law harmonizes with EU legislation, particularly the common framework for feed additives, hygiene, labeling, and market access. National provisions supplement EU directives to support consumer protection, animal welfare, and a functioning internal market for feed.
