FICORA

FICORA, the Finnish Communications Regulatory Authority (Finnish: Viestintävirasto), was a Finnish government agency responsible for regulating telecommunications and electronic communications and for management of the radio-frequency spectrum. It operated under the Ministry of Transport and Communications. The agency licensed and supervised telecommunications operators, allocated radio spectrum in accordance with national and European Union regulations, and enforced rules to promote competition and protect consumers. It also provided guidance on interoperability and safety of communications networks and addressed issues related to radio interference and spectrum use. In addition to its regulatory duties, Ficora offered information and support to citizens and industry regarding telecommunications services and regulations.

In 2019, Ficora's regulatory functions were consolidated into Traficom, the Finnish Transport and Communications Agency, as

part
of
a
government
reform
to
unify
transport
and
communications
regulation.
Traficom
inherited
responsibilities
for
telecommunications
regulation,
spectrum
management,
and
related
consumer
protections,
continuing
the
regulatory
mission
previously
carried
out
by
Ficora.
The
merger
aimed
to
streamline
regulatory
processes,
improve
coordination
between
transport
and
digital
infrastructure,
and
strengthen
Finland's
regulatory
framework
for
modern
communications.
