Förderbescheid

A Förderbescheid is a formal administrative decision issued by a public funding authority that grants subsidies or grants for a project, program, or applicant. It serves as the legal basis for disbursing funds and as a control instrument for compliance with the funded purpose and conditions. In practice, it is often referred to as a Zuwendungsbescheid.

Typical contents include the beneficiary's name and address, the legal basis for funding, a description of the funded project or purpose, the approved funding amount and rate (or maximum grant), and the total eligible costs. The Bescheid also specifies start and end dates, payment schedule, required co-financing, and any conditions or obligations (such as reporting, milestones, or documentation). It may outline audit rights, monitoring requirements, and references to applicable EU or national guidelines and state aid rules. Special conditions, including possible amendments, compliance with documentation, and data retention, are commonly listed.

Effects and obligations: once issued, the funds are paid subject to meeting the stated conditions. If conditions are not fulfilled or the funded use deviates from the approval, the authority may modify, suspend, or revoke the grant and demand repayment, potentially with interest. The recipient typically has rights of appeal or objection (Widerspruch) against the decision within a specified deadline.
