Emissionsprogramms are policy instruments used by governments and organizations to limit or reduce emissions of greenhouse gases and other pollutants from sources such as power plants, factories, vehicles, and buildings. They can be regulatory, market-based, or a combination, and aim to achieve environmental objectives while providing price signals that spur low-emission investments and innovation.

They typically define a cap or target for a defined scope and period and require monitoring, reporting, and verification of emissions (MRV). They allocate allowances or credits to participants, either by free allocation, auctioning, or a mix; participants can trade allowances to meet compliance, creating a price on carbon. Some programs also use baseline-and-credit mechanisms, where emissions reductions relative to a baseline earn credits. The design may include banking, borrowing, caps tightening over time, sector coverage, exemptions, and adjustments for leakage. Compliance and enforcement provisions ensure adherence, with penalties for non-compliance.

Common variants include cap-and-trade systems; other forms include technology standards and emissions taxes. They often include revenue-use provisions, redistribution policies, and mechanisms to address competitiveness and equity concerns. Advantages include cost-effective reductions and predictable long-term signals; drawbacks include price volatility, risk of emissions leakage, administrative complexity, and potential inequities. Effective emissionsprogramms rely on robust MRV, credible enforcement, and a clear trajectory of tightening caps.
