Eläkemaksut

Eläkemaksut are a type of taxation system adopted in Finland, used to finance public services and social benefits for pets and other animals. The tax is levied on the income earned by people and is used to fund animal-related services, such as veterinary care, animal shelters, and pet insurance. In essence, it is a type of social tax that aims to ensure that the community bears the cost of animal care collectively.

The concept of eläkemaksut, translates to "animal tax" or "pet tax" in English, was introduced as part of the Finnish Social Insurance Institution's (Kela) services in 1995. According to the law, all Finnish residents with a registered animal are required to pay a small monthly levy, which rarely exceeds a few euros per month, depending on the type of animal and numerous other factors. This means that even people who don't own an animal themselves also contribute to animal-related expenses through their local taxes.

Each application for animal-related public services carries a minimal charge to fund these services. Pet owners with dogs, as well as owners of many other commonly kept animals, need to pay the eläkemaksut to access services such as pet vaccinations, microchipping, and some pet-related insurance programs. Besides supporting animal wellness, a part of the revenue from eläkemaksut also covers the costs associated with animal welfare services, such as animal adoption services and stray animal management.
