Elvra is a fictional city-state located on the southern coast of the continent of Veridia. It functions as a major maritime trading hub with a diverse population estimated at between 250,000 and 350,000 inhabitants. The city is the seat of the Elvran language policy and serves as a center for commerce, craftsmanship, and learning in the region.

Geographically, Elvra lies at the mouth of the Lythos River, offering a sheltered harbor on the Shimmering Sea. The urban core sits on a low-lying coastal plain with surrounding hills, quays, and brick warehouses. The climate is temperate with strong maritime influences.

Elvra traces its origins to coastal settlements established in the early millennium by migratory fisher guilds. It grew as a trading post on the Silver Route, achieved de facto independence in the medieval period, and developed into a city-state with a ceremonial and economic role in regional affairs.

Governance in Elvra is a constitutional city-state led by an elected magistrate and a bicameral council. The magistrate acts as the chief executive, while the council drafts legislation and oversees the administration. The city maintains representative bodies for guilds and districts.

The harbor drives the economy, with shipbuilding, warehousing, and cargo handling forming the core activities. Principal exports include glassware, textiles, and citrus produce; imports include timber, machinery, and spice. Public infrastructure includes a port authority and municipal markets.
