ECCDIMMejä

ECCDIMMejä refers to the Estonian Early Childhood Care and Development Index, a tool designed to measure and monitor the quality of early childhood care and development services in Estonia. Developed by the Estonian Ministry of Education and Research in collaboration with experts in early childhood education, the index aims to provide a standardized framework for assessing various aspects of care and development programs for children under the age of six.

The ECCDIMMejä framework evaluates multiple dimensions, including physical environment, educational activities, staff qualifications, child-to-adult ratios, health and safety standards, and the overall well-being of children. It also considers the integration of children with special needs and the involvement of families in the care process. The index is structured to reflect both quantitative and qualitative indicators, ensuring a comprehensive assessment of service quality.

Implemented in 2015, ECCDIMMejä has been used to evaluate early childhood education centers (*lasteaiad*), daycare facilities (*lastehooldus*), and family-based care programs across Estonia. The index helps policymakers, educators, and service providers identify strengths and areas for improvement, ultimately contributing to the enhancement of early childhood development outcomes. Regular audits and evaluations based on the ECCDIMMejä criteria ensure accountability and continuous improvement in the sector.

The tool has been adapted to align with international best practices while remaining culturally relevant to Estonia’s educational system. It emphasizes play-based learning, holistic development, and the importance of a nurturing environment for young children. By promoting consistency and excellence in early childhood care, ECCDIMMejä supports the long-term social and cognitive development of Estonia’s youngest citizens.
