The permit concerns ongoing operation and is distinct from permits for construction or modification. It is issued by a competent supervisory authority after assessing safety, health, environmental, and public welfare considerations.

Typical areas covered by driftstillstånd include facilities with hazardous substances, energy production installations, large industrial processes, and critical infrastructure. National legislation—such as environmental, safety, and sector-specific laws—regulates driftstillstånd and designates the licensing authority. In Sweden, the responsible authority varies by sector; for nuclear activities the Swedish Radiation Safety Authority (SSM) is involved, while other sectors rely on relevant sectoral agencies.

Process for obtaining a driftstillstånd generally involves an applicant submitting a comprehensive application with details on safety measures, environmental impact, risk management, emergency planning, and organizational competence. The authority may require additional analyses, consultations, and mitigations. A permit is issued with specific conditions and reporting duties. Ongoing compliance is verified through inspections, audits, and periodic reviews, and permits can be amended, suspended, or withdrawn if conditions are not met.

Relationship to other permits is important: driftstillstånd does not replace byggnadstillstånd (construction permit) or environmental permits, and all relevant authorizations must be in place.
