When demand is much lower than expected or supply is unexpectedly high, the system operator may need to incentivize generators to reduce their output or consumers to increase their consumption.

Negative prices arise because generators may still incur costs even when not producing power, such as fixed operational costs or contractual obligations. To avoid paying for electricity they do not want and to potentially recoup some of these costs, generators might offer to pay the system operator to take their power. This creates a situation where the balancing price becomes negative.
