Community-led describes processes in which the local community is the primary driver of planning, decision-making, and implementation for projects and services, with external actors providing support, resources, or facilitation as needed. In a community-led approach, residents, local organizations, and informal groups have formal or recognized roles in identifying needs, setting priorities, and monitoring outcomes. The emphasis is on local relevance, ownership, accountability, and sustainability, rather than on externally defined objectives.

Common principles include inclusive participation, transparency, empowerment through capacity building, co-design, and accountability mechanisms. Methods such as participatory budgeting, co-design workshops, community scorecards, asset-based community development, and the formation of neighborhood or steering committees are used to operationalize it.

Fields of application include urban planning and development, housing and co-operatives, public health and social services, education, disaster risk reduction, environmental stewardship, and digital inclusion. Community-led initiatives may be funded by government grants, philanthropy, or community funds; partnerships with NGOs or academic institutions can provide technical support without taking control.

Benefits often cited include better alignment with local needs, increased legitimacy and trust, improved long-term sustainability, and stronger social capital. Potential challenges include power imbalances within communities, representation gaps, resource constraints, dependence on external facilitation, and difficulties in measuring impact or scaling successful models.

In policy and practice, the term is related to participatory governance, co-production, and asset-based community development, and is sometimes used to describe programs that shift decision-making toward residents and local groups.
