COP15

COP15 is a designation used for two distinct international conferences known for shaping global environmental policy. Both are the fifteenth meetings of their respective “Parties” to major environmental treaties, but they address different issues and operate under separate frameworks.

UNFCCC COP15 refers to the fifteenth Conference of the Parties to the United Nations Framework Convention on Climate Change. The Copenhagen summit took place in December 2009 in Denmark, bringing together nearly 200 countries to negotiate a post-Kyoto agreement on climate action. The meeting produced the Copenhagen Accord, a non-binding political accord that outlined principles for emission reductions, climate finance, and transparency but did not result in a legally binding treaty. It highlighted the goal of mobilizing funding for developing countries and urged continued negotiations, contributing to the groundwork that culminated in the Paris Agreement in 2015. The Copenhagen summit is often cited as a pivotal moment in climate diplomacy, illustrating both the challenges of reaching binding accords and the importance of international consensus.

CBD COP15 refers to the fifteenth Conference of the Parties to the Convention on Biological Diversity. Held in Montreal in December 2022 after delays from the pandemic, it concluded with the Kunming-Montreal Global Biodiversity Framework. The framework sets targets aimed at halting biodiversity loss and transforming policies and practices to better protect ecosystems, livelihoods, and human well-being. It also addresses financing, implementation, and governance to support biodiversity goals at national and global levels. COP15 under the CBD represents a major step in elevating biodiversity in international planning alongside climate and other global priorities.
