CMRlainsäädännön

CMRlainsäädännön, also known as the CMR Legislation, refers to the legal framework in Finland that implements the European Union's Regulation on Classification, Labelling, and Packaging of substances and mixtures (Regulation (EC) No 1272/2008). The regulation, commonly abbreviated as CMR, covers chemicals classified as Carcinogenic, Mutagenic or Reproductive toxicants, and organizes them into hazard classes and categories.

The Finnish adaptation of CMR is enforced through the Ministry of the Environment and the Finnish Centre for Functional Proteins. It applies to manufacturers, importers, distributors, and users of chemicals. Key responsibilities include maintaining up‑to‑date Hazard Statements and Precautionary Statements, providing Safety Data Sheets (SDS) in Finnish, and ensuring that all packaging complies with colour‑coded pictograms. The regulation also mandates that retailers display hazard information and that accidental releases are reported to relevant authorities within specified time frames.

Enforcement is carried out by the Finnish Food Authority (Ruokavirasto) and can involve inspections, laboratory testing, and sanctions for non‑compliance. Penalties range from fines to confiscation of products and, in severe cases, criminal prosecution. The implementation of CMR has prompted the development of national hazard inventories, aligned with the EU’s CLP (Classification, Labelling and Packaging) system, which standardizes hazard communications across member states.

Recent updates in 2022 introduced stricter requirements for nanomaterials and expanded definitions for reproductive toxicants. Finland actively participates in EU‑wide CMR reviews, ensuring that national law remains consistent with emerging scientific evidence and international best practices.
