Core activities include interpreting client job orders, creating candidate profiles, building talent pools through databases, social networks, referrals, and proactive outreach; screening resumes; conducting initial interviews; assessing qualifications and cultural fit; coordinating subsequent interviews; overseeing reference checks and negotiation of offers; and guiding onboarding. They may fill temporary, contract, or permanent positions, and sometimes deliver additional services such as market benchmarking or talent-market analysis.

Business models vary. Many agency recruiters operate on contingent fees payable upon successful placement, while others use retained or blended arrangements. Fees and service levels depend on role difficulty, geography, and whether the engagement is for temporary or permanent staffing. Relationships tend to be ongoing with client organizations, and recruiters often maintain networks of passive candidates for future openings.
